The Administrative Staff College of Nigeria (ASCON) was established in 1973 by the Federal Government of Nigeria as a premier institution for management development, training, research, and consultancy. Its creation was a strategic response to the growing need for a competent and professional civil service capable of driving national development and implementing government policies effectively.

The idea for ASCON was conceived during Nigeria’s post-independence era, when the government recognized the urgent need to strengthen administrative capacity and improve efficiency within the public service. With the rapid expansion of government ministries, parastatals, and agencies, there was an increasing demand for skilled administrators and managers who could handle complex public sector responsibilities.

ASCON was therefore founded to serve as a centre of excellence for developing and nurturing high-level manpower in the public and private sectors. The institution was modeled after globally recognized administrative colleges, integrating international best practices with local realities.

Since its inception, ASCON has trained thousands of public officers — from senior executives to middle-level managers — across Nigeria and other African countries. Its training, consultancy, and research activities have contributed significantly to reforms in governance, public sector efficiency, and leadership development.

Located in Topo, Badagry, Lagos State, ASCON’s campus was purpose-built to provide an environment conducive to learning, innovation, and professional networking. Over the years, the College has expanded its programs to include executive education, customized in-house training, e-learning, and policy research — reflecting its adaptability to the evolving needs of governance and public administration.

Today, more than five decades later, ASCON remains steadfast in its mandate to train, research, and advise on administrative practices that promote good governance, accountability, and national development.
