Preamble
The Administrative Staff College of Nigeria (ASCON) was established on 2nd June, 1972. It was gazetted in October, 1973 through Decree No.39 of 1973 by the Federal Military Government, now ASCON Act, Cap.6, Vol.1, LFN 1990. The Decree that established the College mandates it to, among others, provide qualitative management training services for the development of senior executives for public and private sectors of the Nigerian economy, conduct research into problems of management and administration arising in different spheres of national life, provide consultancy services, establish and maintain a library, develop and sustain appropriate environment and relevant facilities for the afore mentioned objectives.
In line with the above objectives and in compliance with the requirements of Public Procurement Act 2007, for certification of procedure for procurement of Goods, Works and Services in Federal Government Ministries, Department and Agencies, the Administrative Staff College of Nigeria (ASCON) wish to invite interested, competent and reputable Companies for the Expression of Interest.

- Eligibility Requirements:
To qualify for consideration, prospective bidders must submit a Corporate Profile of the Company containing among other things;
- Evidence of company registration with Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
- Articles of Association/Memorandum;
- Company’s Audited Accounts for the last three (3) years – 2021, 2022 & 2023, duly acknowledged by the Federal Inland Revenue Service (FIRS);
- Evidence of Compliance with Pension Reform Act 2004;
- Evidence of current Tax Clearance Certificate for the last three (3) years; valid till 31st December, 2023;
- Evidence of Pension Clearance Certificate valid till 31st December, 2023
(Applicable to bidders whose number of staff is 15 and above);
- Documented evidence of financial capacity to execute the job including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
- Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
- Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers (Interim Registration Report (IRR) or valid Certificate issued by BPP) expiring on 31st December, 2024;
- Sworn Affidavit disclosing whether or not any officer of the relevant committees or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
- Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (e.g. COREN, QSRBN, ARCON, CORBON etc.);
- List of plants/Equipment with proof of Ownership/Lease (where applicable);
- For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (CAC, Tax Clearance Certificate, Pension Clearance Certificate, ITF Compliance Certificate, NSITF Clearance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner)
- Evidence of registration with Industrial Training Fund (ITF) valid till 31st December, 2024 ( Applicable to bidders whose number of staff is 5 and above or the bidders annual turnover is N50m and above);
- Personnel Profile (Technical and Administration) and
- Evidence of compliance with the Nigeria social Insurance Trust Fund (NSITF) valid till 31st December, 2024
- All documents for submission must be transmitted with a covering/Forwarding letter under the Company/Firm’s letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and the e-mail address. The Letterhead Paper must bear the Name and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
- Submission of Tender Document(s)
Interested Firms are to submit Three (3) bound of Expression of Interest (EOI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed to the Director-General, ASCON, P.M.B. 1004, Topo – Badagry and clearly marked with the appropriate Name /Lots No. & Lots No. must be deposited in the designated Tender Box in the Office of the Director-General on or before Friday, 3rd January, 2025.
4. Opening of EOI
The EOI will be opened immediately after the deadline for submission at 12:00noon, Friday, 3rd January, 2024, in the College Board Room. Only accredited Professional Bodies, NGOs, Civil Society Organization and Interested Stakeholders will be allowed in as observers, while interest members of the public are invited to witness the opening.
- 5. General Information
- EOI must be in English Language and signed by an official authorized by the bidder;
- EOI submitted after the deadline for submission would be returned un-opened
- All cost will be borne by the bidders;
- Only shortlisted firms will be invited at a later date for collection of Request for Proposals;
- The Administrative Staff College of Nigeria (ASCON) is not bound to shortlist any bidder and reserve the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
